This section presents a brief summary of some key personnel who lead the Company and could also be involved in the project studies. They have more or less 30 years of experiences in Cambodia and oversea.

• Kong Akhara, P.Eng., M.S.C.E.(President)

Mr. Kong has obtained a Master Degree in Civil Engineering in 1992 from the Vinnitsa Polytechnic Institute of Ukraine, URSS.

Having almost 20 years of experience as practicing engineer in different Sectors: Civil works (Buildings, airport, road, dams…), water supply facility, electric supply facility, Drainage system, and water pipe line. Being President of the firm, Mr. Kong is in charge of the management and supervision of all activities of the firm. At the same time, he can also be responsible of the study, design and the preparation of Technical specifications and Cost Estimates of the Building and Civil Works Projects.

• Khloeung Isar, P. Eng., M.S.C.E.(Senior Hydraulic Expert)

Mr. Khloeung has obtained a Bachelor Degree ( 1965 ) and a Master Degree ( 1967 ) in Civil Engineering ( Specialty – Water Resources Development ), from Ecole Polytechnique de Montreal, Canada. He has acquired over 45 years of experiences, of which 25 in Cambodia, and over 20 years in Canada and oversea (Mexico, Senegal, Cameroon…), in Civil Works, Roads, Water Supply, Drainage, Wastewater Treatment and Hydropower Development.

As Senior Engineer, he can be in charge of the management and supervision of all activities as Team Leader for the hydrologic, hydraulic, hydropower studies and all Water Resources Projects, when needed.

• Meach Sam Ell, P. Eng., M.S.A.S., Ph. D.(Director, Agro-Socio Economic & Environment)

Agricultural Economist and Agriculturalist Engineer, Mr. Meach is a well assigned person to undertake the rural development projects, agriculture, social-economic studies, environment impact assessment studies, etc… He is also specialized in the Human Resources Development and the strengthening of Institutional Program.

Graduated in 1971 in Agronomist Sciences, he got a Master Degree (1975) and a Ph.D. (1978) in Rural Economy at Laval University, Quebec, Canada. He gets over 40 years of extensive international experiences in Socio-Economic Planning and Reform, Environment Protection,  Economic Development and Agricultural Projects for the developed and under-developed countries (Canada, Cambodia, Mali, Rwanda,…).

• Kang Narut, P.Eng., M.S.C.E.(Director, Water Resources Development)

M. Kang with more than 40 years of experience, has obtained a Master Degree in Civil Engineering, at Ecole Polytechnique Fédérale de Lausanne, Switzerland, in 1965. He has worked in Cambodia, Canada (24 years at Hydro-Quebec), and in many countries of the world (Laos, Thailand, Vietnam, Costa Rica, Venezuela, ….).

He is specialized in Water Resources Development, and especially in Hydropower Projects. With his assignment in KCEC, Mr. Kang is in charge of the Hydrologic, Hydraulic Model studies for Hydropower and Water Resources Development Projects, as well as for other main projects (roads water supply, irrigation, drainage,…).

• Keo Sarat, P.Eng., M.S.E.E.(Director, Electrical – Mechanical Department)

Graduated in 1989 at ITC, Phnom Penh, Cambodia, M. Keo got in 1992 a Master Degree at Faculty of Electrical Engineering, Mos cow, Russia.

Since then, M. Keo has gained various experiences in electrical installations, generation, transmission, distribution network, repair, maintenance, in Buildings and Industry. He has also extensive experience in High Tension Line Technologies, in power projects in Cambodia.

With 22 years of experience M. Keo will be in charge of electrical studies and works for all urban and rural electrification projects.

• Mam Sinora, P.Eng.,(Technical Director, Department of Structure)

Responsible of the study, design and the preparation of Technical specifications and Cost Estimates of the Building and Civil Works Projects, Mr. Mam is the well designated person to carry out his project, with respect to the structural design of the buildings.

Having 20 years of experience in the Structure Design, Mr. Mam is now nominated to be Director of our Department of Structure, and as such, Calculation of quantity/cost, bidding document, contract management, supervise, certify the works as Resident Engineer, check of contractor’s claim, quality control of civil work construction, inspection, supervision and certification all the Building and Civil Works projects. He got a B.S.C.E in 1991.

• Chea Chantheborras, Architect, M.S in Architecture (Director, Architect Department)

Mr. Borras got a Master of Engineering in Environment and Building in the Tropics, University of Applied Sciences Colon, Institute of Technology in the Tropics, Germany, 2002, and Master of Art in Architecture and Town Planning, University of Fine Arts, Phnom Penh, 1995. Since then, he has worked in many urban planning projects, International Airport Terminals, the restoration of ancient Khmer temples, landscaping works, …

Being an expatriate graduated, he uses to combine both the oversea modern and Khmer style architectures in his building project, in a way to comply with the standards as well as to the Khmer environment. With his 15 years of experience, Mr. Borras is the well indicated person for the architectural design of any project.
